Add to specific user's cart via POST (or other method)

Before I start to dig into woo commerce in a major way I’d like to know if it is possible to add items to a specific user’s cart via POST or GET (or any other remote method).
I have an out-side physical service connected to a server that I’d like to push additions to the user’s cart when the user interacts with that service.
At the time of POST I should know any product code, quantity and the user account name – I would just like to know if there is any baked in method for doing this, or if anyone has hacked together an extension that could do it.
