Add "title" tag to the prev and next links

does anybody know how I can add a “title” tag to the code so that it displays a link like this:
<a href="https://simonevaneldik.de/sve2013wp/erneuerbare-energien-gesetz/" rel="prev">title="next project">next</a>Thank you very much!
