Add Site Links to Admin Sidebar?

Hrm. You’d have to put it in mu-plugins to make the menu show up in all sites AND the network admin. but. BUT.

I’d probably use add_submenu_page('index.php',...) to add it to the dashboard.

I’ve only ever seen evidence that you can’t link externally from the admin menu, so my function does something kind of hacky/ugly that made it work for me. Probably the better thing to do would be to do a redirect in the callback function for the “page” being added to the menu.
