Add product that could only be picked up local

Hi,

I’m running a shop that sells animal products. Now we also want to sell animals online but we can not ship these animals.

We use shipping rates for different countries. I would like to add products that can only be picked up locally. I know how to add local pick to an excisting rate but I cannot add product that can ONLY be picked up locally.

Is this possible? Or do i need a plugin?
