Add Portuguese Districts in Woocommerce

It has been requested in the past, with the outcome that zipcodes work well in Portugal:
https://github.com/woocommerce/woocommerce/issues/10346

If you think this is important, you can restart the discussion. Otherwise, I’d recommend continuing to use a plugin to get those states.
