Add on product plugin?

Is there a plugin that will only allow certain products to be added to the cart if other products are already in the cart?
My scenario is some high ticket items, and some low ticket accessories. I don’t want guests to order just the small stuff – they need to order a high ticket time before they can order a small ticket item.
And not bundles of products, just big before allowing small.
