Add New Post Button Missing

Hello, After installing the user role editor plugin I am unable to create new posts, even as admin. The drop down menu button is missing for “Add New” and “All Posts” under Posts in the dashboard.

I have checked all the roles and I cannot seem to find out why this is happening.

I have deactivated all plugins and tried with the WP twenty fifteen theme, can anyone help please?
