I understand that you need a payment method called “Swipe on Delivery” which would work the same way as COD.

One way is to just change the wording “Cash on delivery” to “Swipe on Delivery” on the checkout page by setting up a text replacement with the help of a translator plugin such as Say What or Loco Translate.

Alternatively, you could set up a custom payment gateway with the help of the free WooCommerce Custom Payment Gateway third party plugin.

Still need to retain the COD method so I cannot just change the terms code-wise.

I thought so, because if need to have “Cash on delivery” and “Swipe on Delivery” both, then the text replacement alternative would not be applicable.
