Add New missing from plugins page

    I manually added a plugin and see that the bulk actions popup menu is missing both its update and delete functionality.

    Themes are also missing their “Add New” capability.

    I figured it out. This is a multi-site installation. The individual sites can’t add plugins or themes. Only the “Network Admin” site can do this. Switch to this site and then all the buttons are back.
