Add new function

Hello everyone, i’m amator with WordPress but i like. My question is “how add a new function” in general settings. I need the tutorial or someone explain me how add a new function.

About my new function:
In General Setting, i want add a new input (example: phone number), and when are add new content right there, to be displayed somewhere on the website wordpress, example: header
