Add new dashboard page via theme (not plugin)

I’ve found several examples on adding a page to the dashboard using a plugin, but I cannot find specifics on adding a page from within a theme (actually a child theme).

I need a page to access a non-WP table in the database.

Can anyone point me to some help or an example?
