"Add New" Button is missing !!

I was looking around, and found a link someone posted, this helped the person who had the same problem as you, maybe it will help you too. Here it is.

Last suggestion, you could try this.

Add this to the end of your domain: /wp-admin/theme-install.php

This may not make the ‘Add New’ button appear, but may allow you to find themes.

if your site is the one linked to your username here in the forum, than you have a WordPress.com site for which you need to ask at https://en.forums.wordpress.com/
