Add link to picture

I’m trying to add a link to some pictures on my site. The site is DigItUtah.com and I’m using the Travel Lite theme. I have some coding background, so I’ve found the image that I’d like to add a link to using the ‘inspect element’ option in my browser. After I add the html code using that, the link works fine, but I don’t know where to edit the code within the theme to make that happen on the server.

The problem with the theme is that it’s not my ‘Home’ post, it’s one of the themes options, they make the homepage for you. I’ve tried editing the pictures on the server files, through the wordpress media uploader, and through the inspect element option.

The code I’m trying to use is:
