"Add Link" missing from Dashboard?

Greetings — this is really unusual:

I created a new blog last night, following the same procedure as I always have — https://composing.org/wrd104sq2013/ — and when I go to add a link, the “Add Link” link is missing from the dashboard. It’s just not there.

I’m using the Primepress theme.

Is it possible that I created a self-inflicted problem? Or have I skipped a step somewhere?
