Add feature boxes to homepage

Hi there,
I need some help to setup 3 feature panels on the homepage. Basically its featured events that sit within a background layout with a title, an image, and a brief description then a read more.
A good example of what I need is the features panels on https://www.tvnz.co.nz
Theres New Zealand>>, World>>, Business>>, Sport>>
I really need to replicate this and have it editable through the admin.
I’m guessing it will have something to do with custom fields.
I haven’t managed to find a plugin, any help would be greatly appreciated.
