Add Background Image to Top Bar

I wanted to put a background image into the top bar with the following code:

.mctb-bar {
background-image: url(“https://monethalia.com/wp-content/uploads/2019/03/sidebar-background-1.png”) !important;
}

However, the immage does not appear in the top bar.
