Add an item as cross cell in cart

You do this manually by going to each product page and adding the product that you would like to display on your cart page under the section Product > Linked Products > Cross-sell

However, to do this in a bulky way, then the Product Recommendations plugin might do the job for you. Here is a direct link to this plugin:
