Add a static band at the top of every page

Hello, hope someone can help/point me in the right direction.

I am working on a site for a client: https://www.xecution.co.uk/pure

It has a Parallex framework, my client wants me to have the phone number visible, top right on every page. I thought I had done this, however, when you scroll down, other elements cover the number.

My thinking is to insert a static band at the top of every page with the phone number in the band. So theoretically, the whole website would move down to allow for this, similar to the frames you see on site advertising themes, see link below as an example:
