add a new condition

Faced with such a problem that some users choose to pay by bank transfer several times and then do not pay. We would like to disable the payment method for such users. For example, if a user created 2 orders in a row with the “bank transfer” method and then canceled these orders, then disable this payment method. Could you add a condition based on the user’s previous orders? Thanks
