Add 12ms delay for a simple GA tag (WP takes 40ms)

I just used MU plugin to disable all plugins and enable site kit only.

Without any plugins, the whole wp site takes 40 ms (measured by Nginx’s $request_time of php processing).

After I add site kit, the number increased to 52ms (a 12ms increase, 1/4 of the WordPress loading).

With all other plugins used, it can be easily increased to 200 ms with network round trip which can be very slow interpreted by users.

The site kit team clearly does not take performance into account, while performance is a must-have for all websites and Google itself penalize slow websites.
