Active themes and plugins not copied

I use NS Copier on over 110 websites and just recently we started having an issue when copying.

1.) After copy, a different theme is activated. This theme is not active throughout the network (twenty twenty-one). It takes me activating 2019, and then Enfold, our primary theme. When attempting to activate Enfold prior to 2019, we get a success message but the theme doesn’t activate.

2.) Not all of the plugins are activated and need to be turned back on.

Please advise on a solution to these glitches.
