    Please let me know if it is single site at multi-site WordPress or standalone WordPress installation.
    It will be useful to look on the screenshot of your version of modified “Editor” role.

    That’s strange. I can not repeat described situation using the copy of your role. I activated Akismet and bbPress without problem.
    Standard WordPress message about permissions problem from plugins.php is
    “You do not have sufficient permissions to manage plugins for this site.”
    As you see another message I suppose it could be the problem with specific plugin. What plugin did you try to activate?
