Action hook no longer running after upgrading to CF7 v3.9.3

I have set up an action hook like this:
add_action(“wpcf7_contact_form”, “wpcf7_filter_form”);
It was working before, but after upgrading the plugin from version 3.8 to 3.9.3, my wpcf7_filter_form() function is no longer running when the form is being displayed.
