Account lost admin access. Bunch of new email creations.

Our admin emails were lost. The admin emails either got removed completely or lost its admin access. Few days ago there were a bunch of new email accounts created shown from our email logs. We don’t know which account is admin anymore and don’t know what to do next. We have not set up phpmyadmin.
