Accordion Anchors with Fixed Header

When the site has a fixed header and then you use the accordion anchors as part of a link to have the accordion open, the fixed header covers up the accordion title.

I found a CSS option that would provide space for the target element (https://www.itsupportguides.com/tech-tips-tricks/how-to-offset-anchor-tag-link-using-css/) but the issue with that is that it makes the entire h3 accordion title bar the height of the fixed header. This is due to the fact that the named anchor is attached to the accordion title tag (h3). Can you make it so the named anchor is it’s own element above the accordion title tag?
