Access Temporarily Limited/New User added

I have added a new user to the site as an SEO Manager but every time they try to login they are locked/blocked and get the Access temporarily limited message…

We have checked Wordfence and unblocked them, reset the password a number of times, checked their ip address etc.

Others have tried her login and can access the site but the new user can’t from their laptop…

Has anyone else had a similar problem, we are at a loss.
