Access right bug?

Trying to get a form workable for anonymous users. But if I go to the new screen for “Review Access Rights” and then click the “Unrestrict all dynamic features” the pod says “unrestricted” in the column. But if I go to another page and then back it has swapped back to showing the locks for “Show” and for “Forms”. And the form still requires users to log in.

The “Content Privacy” is public and “Allow Dynamic Features” is activated.

Is this a bug or is there another setting I need to toggle somewhere to enable public forms?
