Access Permissions Failed

Hi,
I’m just trying to get this plugin working. Access Permissions is red. I have my partner ID and partner key. I also assigned a unique IP address to my website through my hosting company and added that IP address to the list on my account (it’s 69.163.211.240)
Can you let me know why it’s still not working? Thanks!
