@danielrufde is correct, you should contact the site administrator of https://icap.columbia.edu/ directly. It’s possible that the site owner has settings that are too strict, or your country is blocked.

Also @abozer – when you contact them, you might want to mention that their form at this page is broken: https://icap.columbia.edu/stay-connected but you should be able to use the form on their Contact page instead: https://icap.columbia.edu/contact/

That page also lists several email addresses for other departments, so the best option is probably the form on the Contact page.
