About that update notification

Firstly, I don’t think it should be visible to users of role Editor, for example. They cannot update plugins anyway, and the notification does not say anything– there’s no info inside the plugin’s pages explaining what the notification is for.

Secondly, there are already notifications to update plugins in the Plugins menu and the admin bar. I don’t think this one is necessary. I haven’t seen any plugin doing this. In my opinion, it’s redundant, so should be removed or at least allow users to remove it if they want.
