The following only applies to 1.5beta.
Go to your admin page and click on “Write” then on “Page” and you can use normal html there to make the page which can use the same or a different template as your WP install. A contact me page is a tad more work but you may want to check out https://dev.wp-plugins.org as I believe there is a WP Contact Form plugin.
