About Action Scheduler

Just trying to understand something here.
I have some sites that have never had the WPForms plugin installed and none of them have 4 ‘action scheduler’ tables at the top of the database. But, as soon as I install said plugin on any site that has never seen it, those tables now appear. I know what they are for, but they do not go away if I delete the plugin, and if I manually delete those 4 tables after plugin deletion, stuff breaks, in that I can’t re-install WPForms if those tables were manually removed.
The thing is, I like to keep it clean, to stay on top of these things, because I often read stories of people finding 100’s of 1000’s of tables of rubbish in their databases from old deleted plugins that never cleaned up after themselves, or rogue plugins that just nail the database with useless junk.
So like I say, just fishing for some info as to what I can and can’t throw out myself.
