Abort Import if import file access denied

I was running an import on a test WordPress site and it didn’t have access to the source file for my import, which is hosted separately from the WordPress site. The result was that all the posts were deleted, as it was set to do because I want my posts to be deleted if they no longer exist in the source file. My question is, if the source file for my import is ever inaccessible due to the host of the source file being down, will it also cause this behaviour on my production site? If so, is there a way to gracefully terminate the import if with a check prior to importing if the check results in either an access denied or the server being down? This is so that all the posts do not get deleted unnecessarily.
