A tag in https address (page) for the receiver

The result of the following permalinks for my site, in my notification message are :
[comment_permalink] :,
admin.php?page=nggallery-manage-gallery&mode=edit&gid=52&_wpnonce=9d6c15499e/#comment-106[post_permalink] :
admin.php?page=nggallery-manage-gallery&mode=edit&gid=52&_wpnonce=9d6c15499ewhich does not allow the receiver to know where is the comment.
Is it possible to get a tag to get the address of the page where is the comment, in the form:
I use NextGEN Gallery and NextGEN Pro
