A sudden maintenance error/warning from load.php after fresh install

Theme is the default 2014 themeThere’s an error that appears everywhere! In all the pages, in the Dashboard, everywhere! I searched for a solution but couldn’t find anything that pointed to this particular problem. I don’t know any php, not even basics so I don’t much about troubleshooting the code, but I found this code in line 145 of load.php, I think its the same for all WP installs but still pasted the code. (line 145 is in line 2 in pastebin)

I didn’t install anything, I just logged in to the Control Panel and installed WordPress, so everything is basically the default stuff.Could be a cause, not sure:
Also, my colleague had to install an ASP application to the same root directory (it wouldn’t work in a sub-directory) and there was some weird bug or something, if I installed WordPress after she installed her application it gave the 500.19 error (something about the web.config not having sufficient permission or something) so I had to clear out WordPress installation and then removed the app files, did a fresh install of WordPress and she did a fresh install of the application and then the WordPress was running and so is her application! But WP gives that error on every page…So is there some kind of conflict between WordPress/php and asp.net? Well I’m confused coz the application and WP are running together in another domain and it runs smoothly!
