A rating and 1.2 active but plugin say no?

    SSL Labs will test the frontend of your website, including your SSL certificate.

    This plugin makes an actual API call through CURL/websocket/etc and that call is tested.

    So it’s possible that your frontend is okay but CURL/websocket/etc calls being made through the backend (e.g. to PayPal, other gateways, and other third party services) are not using SSL or TL2 1.2.

    I hope that makes sense.
