    Okay I think it’s because some aren’t yet approved or are awaiting email confirmation

    Yes, administrators can see all profiles in the member directory.

    Regular members and guests can not see profiles that haven’t been approved yet. They also can not see private profiles and profiles hidden from the member directory by profile owners. In addition, access to profiles can be restricted by role settings. See documentation.
