A plugin to allow users to enter data into my site

Hi

I am new to WordPress and I’m busy building a community website.

What I would like to do is create some kind of input form to allow registered users to add details of suspicious vehicles seen in the area. The field should be along the lines of license plate number, vehicle color, make etc etc.

I also need a quick search whereby a user can enter a license plate number and get an result if a match is found.

Is there such a plugin available?? If not how would I go about doing this??
