    I think there should be a notice like

    these option will work ONLY if the options “E-mail me whenever” above are checked

    just below these checkboxes:

    Send comment notification emails to all Administrators
    Send comment notification emails to all Editors
    Send comment notification emails to all Authors
    Send comment notification emails to all Contributors
    Send comment notification emails to all Subscribers

    Because if I am not wrong, it works this way.
