A Litany Of Problems

I have recently installed Word Press on a new blog, and it has gone absolutely haywire. I see that some of the problems have been reported elsewhere on the forums, but they don’t seem to have a resolution, and there seems to be a significant underlying issue in this case, so here are the problems I have:

1. Can’t add new categories (I know this is an ongoing problem for many.)
2. Can’t add new users.
3.Can upload images, but can’t send them from the upload box to the editor window.
4. I have deleted that “Hello World” post more times than I care to count, every time I login, the darned thing is back again.

Whenever I try to do any of these things, I click the ‘send to editor’, or ‘add’, or whatever the little grey button happens to be named for the particular function I am trying to use, and it simply sits there and does nothing.

Was this latest update simply incredibly buggy so much as to pretty well be non functional? I am using the 2.2 on another site and it is working fine. This latest 2.3 version seems to be a train wreck.

Any help would be much appreciated.
