The Performance Lab plugin is not a caching or optimization plugin, however, it does highlight potential improvement areas within a users Site Health status while also providing some configurations that when applied can improve performance.
When you indicated your performance regressed, there are many factors in checking a sites performance. If you perform different tests on your site without making any changes you may notice different results using tools such as PageSpeed Insights, with your hosting, latency and other factors playing a part, and not just the plugins installed on your site.
