A better way to control admin plugins loading in the WordPress admin?

This potentially would get rid of the overlap many have hit when trying to control plugins loading in the admin areas and make it even easier to do so with less work from the user.

This would actually create more overlap in my opinion. You could disable plugins for the screen ID and then also have a filter with the url associated with that screen ID and it would cause confusion.

When I wrote this I was actually thinking of having this REPLACE the permalink feature not accompany it.

Anyway, I know this would create a lot more work, so don’t sweat it.
