503 Service Unavailable after fresh install

I am currently trying to install WordPress on an Apache server that I have root access to. When I drop the wordpress installation files from the zip folder into the root directory of the website, I am greeted with a 503 Service unavailable webpage. There are no extra themes running, no plugins, just the base config. I have also tested the Apache server using a basic HTML webpage and it works just fine. Updating PHP 7.2 to PHP 7.4 did nothing. There is no .htaccess file in the root directory, and manually formatting wp-config.php does not fix the issue.
