5.0.2 breaks admin when defining your own wp_new_user_notification() function

Tracked this down to the include on line 5-7 in admin/class-admin.php.

Searched the file for the first occurrence of the function you were making sure was available, found it on line 52.

If you move the first chunk to the init_settings function, it fixes the problem.
