5.9 custom global css in block theme

Where is the best place to edit custom global CSS at the HTML or BODY level in a block theme with 5.9? For example, I want to add CSS to have a full page background image on all pages. I don’t see anywhere to access this from the GUI block editor. I know I could hack a way to get it done by manually editing a file outside the GUI… What is the best practice way?

I do think that is the eventual goal, but it’s not possible just yet.
