• I’m updating an old static site, converting to WP.

    I cannot afford to have the old site down while I’m setting up WP.

    Is it true that I cannot build the new site on the existing domain, secretly, and cut over to WP?

    Is it true that my only option is to build the WP site off-line, shut down the old site, and migrate the new WP site to the domain?

    No. You can install WP in a sub-folder, develop the site there and than transfer control of the main domain to WP using the approach outlined on Giving_WordPress_Its_Own_Directory.

    Great! Would the files be hidden while I’m working on the WP site?

    WordPress doesn’t use files to store content. It uses the database. The site itself would be visible (assuming someone knew the correct url) unless you used something like a maintenance mode plugin or an access restriction plugin.

    Terrific! Do either of these plugins block search engines – just don’t want to be found via that route until I’m ready.

    You don’t need a plugin to block search engines. This is configurable via the WordPress Admin section (via Settings/Privacy, to be precise). So you can block the engines whilst you’re working on the site and then let them in when you’re ready.
