404.13 Error when uploading a theme

I loaded wordpress on my laptop with Microsoft Windows 8.1, installed perfectly no errors.
I created a new site I want to work on, attempted to upload a zipped theme and get the following error:
404.13 HTTP Error 404.13 – Not Found
The request filtering module is configured to deny a request that exceeds the request content length.

I searched for a solution as I assumed it was due to the size of the zip file and thought I just had to change the MaxLimit but Im not finding it.

I attempted to find it in the applicationHost config file as stated in other forums but I cannot tell how to change it to make it work. I tried a couple variations with no luck.
Is there an easy fix for this or is my problem deeper?
