404 on “Erase Personal Data” link

    When using the WordPress feature “Data Erasure Request” an email with a link similar to this is sent to the user:

    /wp-login.php/?action=confirmaction&request_id=blahblah

    In many, but not all, cases this returns a 404 for the user.
