I am getting a 404 not found error for all of my pages except the homepage.

I have a live site. I copied over all files and DB to another server for development. I changed the URLs on development server and can log into the admin site fine.

I have already tried changing permalinks, saving, and changing back. The 404 errors remain under every permalink setting.

I have already made .htaccess changes, and made .htaccess writable so that the admin site can make changes itself.

I am running WordPress on a sub-directory. I have a fresh Apache2 install and I’m using the default Apache2 site. If you go up a directory you will see the Apache2 default page.

I am out of ideas on how to make these 404 errors go away.
