    Somehow I think WP Super Cache might be “to blame” (although I don’t understand how it could cause an existing CSS file load sometimes and sometimes not);

    1. do you have “Don’t cache pages with GET parameters. (?x=y at the end of a url)” option active or not?
    2. maybe give another page cache plugin a try (e.g. KeyCDN cache enabler)?

    I have disabled WP Super Cache. I will try after few minutes:

    I would try with that option enabled, yes.
